All items in this set are sold within the Temple of Ahn'Qiraj. The head and shoulder items are sold by Andorgos, the leg and feet items are sold by Kandrostrasz, and the chest is sold by Vethsera.
They require idols and scarabs that drop from trash and chests throughout the raid, as well as tokens from specific bosses:
