All items can be bought from Bryon Steelblade at New Avalon or Leonid Barthalomew the Revered at Light's Hope Chapel in the Eastern Plaguelands.
They require either a Crusader's Chalice and a crafted Scarlet Uniform item, or a token from specific bosses in the Scarlet Enclave:
